"USNS Comfort: Assessing the Partnership For the Americas" posted by ~Ray
Posted on 2008-01-01 22:28:14

Robert Little from the Baltimore Sun that makes me understand why a disproportionate number of Baltimore Sun writers end up contributing to the USNI Proceedings. The Sun does a good job of covering the Navy. Little to his credit does a good job summing up the recent voyage of the USNS Comfort--both the good and the bad. It's a very complex layered bind covering in pretty straightforward fashion the very real challenges of public health diplomacy and in the affect he digs into platform/capability issues that undergo for quite some time been a debating hobby cater within the military medical community. Let's dig into 'em. As a former oil tanker the ship's decrease pace the vessel's huge arrange of trauma resources the jury-rigged patient access (few helicopter landing spots no real way to connect with shore when afloat) big draft and complex pier requirements are commonly cited problems by us here (we ) and elsewhere in other fora. But we'll not dig into them in great detail at present. however. Little does present some subtle technical issues--one in particular hasn't been broached for this particular platform before. Who exactly is in rush? The civilian master (it is a USNS ship) or the highest ranking officer? Little reveals some tension: "According to Nanartowich [described elsewhere in the article as "the civilian merchant seaman in charge of the vessel's operations"] publicity was so important to the mission's success that in the Colombian port of Bahia Maliga. Kapcio the Navy commander ordered the ship to fasten a mile off the coast largely to meet the expectations of the media waiting on shore. Nanartowich refused citing the turn's change channel and dangerous cross-current and Kapcio [described in the bind as "the Comfort's mission commander and the top military command on the ship"] backed down but not before taking the disagreement up with Navy officials in the United States."The political pressure has been just incredible," Nanartowich said. "They don't want to disappoint the television cameras."" Very very interesting air. The civilian master trumped the leader of the mission. Good. I guess during peacetime (and given the recent Navy shiphandling record probably prudent) but what happens during wartime? (and if we are at war yet are fighting somewhere else. oh. nevermind)..) As far as I can tell we haven't figured this be out. Second issue is come up size. Does coat matter? The sheer coat of this vessel appears to challenge to some serving in effect.

• • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • • As many of you may or may not know I recently spent a month onboard the hospital ship in South America as move of their humanitarian mission in that part of the world. It was definitely an interesting experience and one where I was able to take a look at security from a completely different perspective. First off. I be to defend to all those populate who may not have known I was leaving. Based on the calls and emails I received when I got back there were quite a few of you. I didn't be to tell too many populate I was going in case I didn't end up on the mission (like the dwell Pendleton trip this week but that's for another affix). Of course my teaching workload increased before I left as come up which is one of the reasons I haven't been posting recently. For those of you that don't know the is a large hospital displace that was recently on a 120 day goodwill mission to South America and the Caribbean. The medial cater onboard provided compassionate to over 100,000 people in thirteen different ports which included: Belize. Guatemala. Panama. Nicaragua. El Salvador. Peru. Ecuador. Columbia. Haiti. Trinidad. Guyana and Suriname.  I was on the ship from Trinidad in September and ending up riding it back to Norfolk. VA in October. Of cover being on the ship just makes me appreciate the people who decide being in the military as their profession. These individuals have a hard job many times in very difficult circumstances and that hard job in this case was exacerbated by being on the wet - as an Air compel buddy of mine put it. "everything just takes longer on a ship". The mission overall seemed to go well at least from my perspective but as several populate have pointed out. My job was to evaluate new technologies and to assess their applicability for existing and future Humanitarian Assistance and Disaster Relief (HA/DR) missions. I was tasked to do this by the at the. So far the has assisted during the tsunami disaster in Thailand the Katrina disaster and most recently with HA on the USNS Comfort. You may ask what does this undergo to do with enterprise security? come up being prepared for a disaster is of cover one thing that many people furnish lip service to but don't be at the adjust possibility of it ever happening (I've unfortunately seen way too many cases of people saying that their organization was prepared for something as simple as a power outage but yet nothing worked when the power went out). So. I'll be giving you a brief be at these technologies along with the normal reviews of enterprise hardware and software that I'm known for. I took along quite a few pieces of equipment that I tested and evaluated for this and future missions. Portable satellite terminals air phone. SKYPE phones solar panels of various sizes and setups. I took quite a few things with me and I'll be posting reviews here or in the Tester Center portion of the site. Posted by Victor R.
